This is an excellent framework for thinking about computation as the resource to monetize. I've been working on a complementary approach - a fixed 0.054-cent per-inference fee rather than dynamic pricing.

The trade-off: Your Public Computational Trust offers policy flexibility through price adjustments, but requires building Federal Reserve-style governance infrastructure. My inference fee model offers simpler administration (measured at cloud endpoints, multi-stakeholder oversight) and faster implementation - 18 months vs. years to establish a new regulatory body.

I've published the complete framework open source on GitHub with full economic modeling, an Ohio pilot design based on Alaska's Permanent Fund, and companion policies for rent capture.

Your point about having frameworks ready "when that window opens" is exactly right. The question becomes: which mechanism navigates the political gauntlet faster when mass unemployment creates the crisis moment?

Would be interested in your thoughts on the comparative political economy of these approaches.
